Peer into the Abyss at the biggest threat: they draw half their library and lose half their life, rounded up. Then Wound Reflection’s end step takes the other half, which is exactly lethal. One sorcery plus one enchantment already in play, no loop required. The Reflection is not the only partner: with Sheoldred, the Apocalypse already down, every one of those forced draws costs the target 2 more on top of the halving, which is nearly always lethal by itself, and Underworld Dreams and Orcish Bowmasters stack the same way.
HOW CIVIL OF YOU. everyone draws, everyone bleeds.
Esper group-draw drain on The Second Doctor and Clara Oswald, Bracket 4.
At the table
Pod notes →- Keep
- Mana and early action in all needed colors; Leyline by itself does not make a hand keepable.
- Develop
- Deploy draw payoffs before feeding opponents, and hold answers to faster combo.
- Finish
- Oracle needs its enter trigger; Jace needs an attempted empty-library draw. Count Peer parity.
- Watch out
- Reaver/Sheoldred draws are mandatory; prepare Jace or legal flash-Oracle timing before starting.

Full gameplan
Force the whole table to draw with Howling Mine, Font of Mythos, Forced Fruition, Folio of Fancies, and Windfall, with Fractured Identity copying those enablers onto opponents, then bleed them for every card with Sheoldred, the Apocalypse, Underworld Dreams, Orcish Bowmasters, and Psychosis Crawler. Wound Reflection doubles the bleed. You win by inevitability, and close with a combo or a deck-out. Peer into the Abyss plus Wound Reflection is an aimed two-card kill. Thassa's Oracle wins when its enter trigger resolves with blue devotion at least your library size; Jace, Wielder of Mysteries wins by replacing an attempted draw from an empty library, which The One Ring sets up fast with Jin-Gitaxias, Core Augur as the top end, and Elixir of Immortality is the reset insurance. The Bloodchief Ascension plus Mindcrank mill loop is maindeck, Sanguine Bond plus Exquisite Blood is a maindeck infinite off any life swing, and Drogskol Reaver plus Sheoldred, the Apocalypse is a third mandatory loop that draws your whole deck, a win through Jace or a flashed Thassa's Oracle and a self-deck-out otherwise.
Opening hands
Seven cards from this build. Commanders start in the command zone. In multiplayer Commander, the first mulligan is free. For later mulligans, draw seven again; once you keep, put one card on the bottom for each mulligan beyond the free one.

The Second Doctor + Clara Oswald strategy guide
Pace and examples. Turn windows below are author estimates and illustrative sequences, not measured multiplayer results or guarantees. A first opponent eliminated is not a whole-table win. In multiplayer the first mulligan is free; later mulligans follow the London procedure. The commander starts in the command zone, outside the seven-card examples.
How Civil of You runs two commanders. The Second Doctor ({2}{W}{U}) reads: “At the beginning of your end step, each player may draw a card. Each opponent who does can’t attack you or permanents you control during their next turn.” He also removes every player’s maximum hand size. Clara Oswald is your second commander, declared black before the game, which sets the deck to Esper. That color choice applies from the command zone. The doubling does not: “If a triggered ability of a Doctor you control triggers, that ability triggers an additional time” is a static ability on her body, so it needs Clara on the battlefield (CR 113.6), which means paying {6} for a 2/6. With her out the end step fires twice: each player may draw up to two, and any opponent who takes the cards cannot attack you or your board on their next turn. Until she is cast, the end step offers each player one card, not two.
That end step, doubled once Clara is on the battlefield, feeds a group drawSymmetric card draw that refills every player's hand at once, not just yours. engine pushed all the way into drainA trigger that makes an opponent lose life and gains you that much, Blood Artist style. Life loss is not damage, so it goes through protection and prevention that only stop damage.. This deck grinds. Everyone draws off your effects, everyone bleeds for every card, and Wound Reflection doubles the bleed. You win by inevitability, and close with a combo or a deck-out.
Bard, King of Dale is a second draw-doubler alongside Teferi’s Ageless Insight, and they stack multiplicatively. With both out, one extra draw becomes four cards, feeding Sheoldred and Psychosis Crawler and accelerating the Thassa’s Oracle and Jace deck-out lines. Consecrated Sphinx runs the other way: it triggers only when an opponent draws, and the doublers then multiply its two cards into four or eight.
Bard also doubles token creation, so The Council of Four’s Knights arrive in pairs, which shores up the pillowfort behind Collective Restraint, and Smothering Tithe’s Treasures come two at a time: every unpaid opponent draw banks two mana toward a protected combo turn.
The quiet Doctor payoff is Trouble in Pairs. It triggers when an opponent draws their second card each turn, on any turn, so every opponent who takes both cards from a doubled end step pays you one back, so with Clara out that is three extra cards per turn cycle in a full pod. The Council of Four is narrower than it looks: it only counts cards a player draws during their own turn, so opponents taking the Doctor’s end-step draws never trigger it. Howling Mine and Font of Mythos are what turn it on.
Win conditions
Thassa’s Oracle wins when its enter trigger resolves with blue devotion at least your library size; Jace, Wielder of Mysteries wins by replacing an attempted draw from an empty library. The One Ring empties it fast, and under Unwinding Clock it activates on every player’s turn with the burden count climbing each time, while Jin-Gitaxias, Core Augur is the top end: flash him in and the seven cards land at your next end step, not before. Peer into the Abyss can also target you: the draw count is half your library rounded up, then Teferi’s Ageless Insight doubles those draws. At 40 cards, you draw exactly 40 and need a subsequent draw to win with Jace; at 41, the spell requests 42 and Jace replaces the empty-library draw with a win. Drogskol Reaver plus Sheoldred, the Apocalypse is the forced version: both triggers are mandatory, so any draw or lifegain with both on board draws your entire library, a win when Jace replaces the final failed draw, or when a legally flashed Thassa’s Oracle resolves and its enter trigger wins before the next mandatory draw resolves; otherwise the attempted empty-library draw loses the game. Elixir of Immortality is the insurance: it shuffles your graveyard and itself back into your library and gains you 5. The recursion is redraw and recast, since the Elixir puts itself back into the library as its ability resolves, so you draw it and run it back on a later turn.
Deck-out timing checkpoint. An Oracle already on the battlefield does not monitor your library. Cast it and resolve its enter trigger when devotion is sufficient. During the Reaver/Sheoldred chain, stop to check the next trigger before passing priority: with Leyline of Anticipation, cast Oracle above a pending draw while you can still win safely. Without flash permission, Oracle in hand cannot rescue an active mandatory stack. Elixir is insurance only if its activation can resolve before the failed draw; its lifegain also triggers Reaver.
Bloodchief Ascension at three quest counters plus Mindcrank loops mill and drain: any card that hits an opponent’s graveyard lets Bloodchief drain that player 2 and gain you 2, and Mindcrank turns the life loss into that much mill, which triggers Bloodchief again. Neither card targets, so the loop runs on one opponent until they are dead or milled out, then stops. Each new opponent needs their own starter, a card into their graveyard or a life-loss trigger: Sheoldred, Underworld Dreams, Orcish Bowmasters, Psychosis Crawler, Windfall, or Folio of Fancies’ mill mode all light it. Windfall with no maximum hand size in play dumps huge hands straight into graveyards, one Bloodchief trigger per card, and Folio can mill each opponent for their hand size every single turn under Unwinding Clock.
Sanguine Bond plus Exquisite Blood is a maindeck infinite off any life swing: life you gain drains an opponent through Bond, life an opponent loses comes back to you through Blood, and the two feed each other until the table is done.
The rule that wins games
Opening hand
Keep two to four lands plus early value. A turn one Mystic Remora or Bloodchief Ascension, or a rock into Rhystic Study, is ideal.
Leyline of Anticipation needs a functional hand. Its free opening placement is useful, but the other six cards must supply lands and castable early action. Flash alone does not repair a one-land expensive hand.
Three tutors stretch marginal keeps. With Demonic Tutor, Vampiric Tutor, or Enlightened Tutor in hand you can keep slightly loose; the tutor closes whatever gap the draw leaves.
Watch your black sources. Underworld Dreams costs {B}{B}{B}. Count your black before you keep.
Turn by turn
Set up behind cheap value and the fort: Mystic Remora, Bloodchief Ascension, Esper Sentinel, rocks into Rhystic Study and Smothering Tithe, with Collective Restraint and the Doctor’s no-attack clause holding the walls. Restraint’s domain caps at three in this base, Plains plus Island plus Swamp, and is often one or two early, so it is a toll rather than a hard wall, and the Doctor’s clause only binds opponents who took the cards.
The tax pieces pay for the game while the fort keeps the table pointed elsewhere.Land Sheoldred, the Apocalypse, Underworld Dreams, or Orcish Bowmasters, then open the forced-draw taps: Howling Mine, Font of Mythos, Folio of Fancies, Forced Fruition. With Unwinding Clock out, untap your rocks, Mana Vault, and Folio on every opponent’s turn to hold interaction all the way around and fire Folio on their turns. The Clock’s best partner is The One Ring: four activations per turn cycle with the burden count climbing each time, the engine that actually empties your library, with Sheoldred paying back the upkeep loss at 2 a draw. Geier Reach Sanitarium is group draw on a land: {2} and a tap, at instant speed on any turn, makes each player draw and discard, turning on Sheoldred, Underworld Dreams, Orcish Bowmasters, Smothering Tithe, Psychosis Crawler, and Bloodchief Ascension in one activation. This is also where Clara Oswald earns her {6}: her payoff is doubling the Doctor’s end step, so cast her after a punisher is down and the second card costs the table something, not before, when it is a gift.
Symmetric draw with nothing punishing it just feeds the table. Land the drain, then hand out the cards.Hold up Mana Drain and the free counters, Force of Will and Fierce Guardianship. Protect the combo turn with Grand Abolisher and Teferi, Time Raveler, who holds the whole table to sorcery speed, and keep Teferi’s Protection as the panic button.
The loops are pairs. One tutor closes the gap, and the deploy turn should be protected.Piloting notes
The card play is easy. These are the judgment calls that decide the game.
Protect Sheoldred. It is the removal magnet. Swiftfoot Boots is the proactive line: hexproof takes it off targeted-removal lists the turn it lands. Volrath’s Stronghold rebuys it forever: {1}{B} and a tap puts it from your graveyard back on top of your library.
Never deploy Drogskol Reaver while Sheoldred, the Apocalypse is out, or Sheoldred while the Reaver is out, unless the deck-out win is assembled. Both triggers are mandatory, so any stray lifegain or draw starts the chain that pulls your entire library. With Jace, Wielder of Mysteries on board or Thassa’s Oracle ready to flash in it is the win; without them it is a self-deck-out. The flash comes from Leyline of Anticipation: Teferi’s plus one only flashes sorceries. If the chain starts anyway, the brakes that work at instant speed on their own are Teferi’s Protection, which stops it dead since your life total can’t change and both halves phase out, and your own Swords to Plowshares, Pongify or Generous Gift aimed at the Reaver. Swords is safe to point at your own Reaver: the exile is the first thing it does, so the 3 life arrives with no Reaver left to see it. Either brake stops the next link, not the triggers already on the stack, so count what is pending before you fire. Teferi, Time Raveler’s minus three is not a brake at all: a loyalty ability needs you to hold priority with an empty stack in your own main phase (CR 606.3). The stack does empty for an instant each time a trigger finishes, but the next trigger goes on it before any player receives priority (CR 117.5), so that window never opens. Ordinary activated abilities need only priority (CR 117.1b), which is why they stay live mid-chain and the minus three does not.
Drogskol Reaver plus the Sanguine Bond and Exquisite Blood loop decks you the same way. The loop is mandatory, and with the Reaver out every lifegain event forces a draw, whatever its size. Draining the table from 40 in 2-life swings is roughly sixty draws, usually more library than you have left by then. Keep the Reaver off the board until a deck-out win is assembled, exactly as with Sheoldred.
Count the table before wheeling once Wound Reflection is down. Each opponent loses life equal to the life they lost this turn at each end step, so ordinary drain turns become lethal.
Meathook kills your own creatures too. But the loop enchantments and artifacts, Bloodchief Ascension, Sanguine Bond, Exquisite Blood, Underworld Dreams, Mindcrank, all survive it. Sweep first, rebuild the creature half after.
Bard is a creature, so unlike Teferi’s Ageless Insight he dies to your own Meathook Massacre and to wraths. Sequence him as a payoff, not a permanent fixture. His 3/5 reach and vigilance body blocks flyers.
Fractured Identity should target your own Howling Mine or Font of Mythos, spreading forced draw onto opponents, not stealing a bomb. Every other player gets a copy, and note your original is exiled in the process.
Leyline of Anticipation gives the whole deck flash. When it opens the game for free, deploy Sheoldred, the Apocalypse or Consecrated Sphinx at instant speed to dodge sorcery-speed removal, and hold up counters while you keep developing.
Teferi’s plus one casts sorceries at instant speed, so Peer into the Abyss can fire on the end step before your turn, and his table-wide sorcery-speed restriction means nobody counters it.

Open glossary
- Game Changer
- A specific card on Wizards' published Game Changer list. Bracket 3 caps at 3. Bracket 4 has no published cap, but running more than a few flags more attention at the table.
- Bracket
- Wizards' Commander conversation framework: 1 Exhibition, 2 Core, 3 Upgraded, 4 Optimized, 5 cEDH. A stock precon is not automatically a particular bracket. Discuss deck intent, speed, consistency, and play patterns as well as card restrictions.
- Voltron
- The strategy of stacking equipment, auras, and counters onto a single creature (usually the commander) to one-shot opponents through commander damage.
- Commander damage
- A player who has been dealt 21 or more combat damage by the same commander over the game loses. Track each commander separately, including partners. Noncombat damage does not count, and gaining life does not erase this total.
- ETB
- Short for 'enters the battlefield'. Any triggered ability that fires when a permanent enters play is an ETB trigger.
- Equip
- An Equipment's activated ability: pay its equip cost to attach it to a target creature you control. Normally activate only during your main phase with an empty stack and priority. A separate attach effect follows its own timing and restrictions.
- Attach
- The keyword action for putting an Equipment or Aura onto a creature. ETB triggers that attach an equipment for free bypass both the equip cost and the sorcery-speed limit.
- Free equip
- Attaching without paying the printed equip cost. Sigarda's Aid supplies a triggered attach effect. Puresteel Paladin with metalcraft grants equip 0, which still uses normal equip timing unless another effect changes it.
- Treasure
- Sacrificial colorless artifact token. Tap, sacrifice it, add one mana of any color. Counts as an artifact for triggers and metalcraft.
- Phase Out
- A phased-out permanent is treated as though it does not exist, with limited exceptions. Phasing is not a zone change, destruction, or exile. It normally phases in during its controller's untap step, but effects such as Out of Time specify a different duration.
- Cascade
- A cast trigger: exile cards until you exile a nonland card with lower mana value than the cascade spell. You may cast it without paying its mana cost only if the resulting spell also has lower mana value. Put the other exiled cards on the bottom in a random order.
- Affinity
- A cost-reduction keyword. 'Affinity for artifacts' means the spell costs 1 less to cast for each artifact you control.
- Modified
- A creature is modified if it has a counter, is equipped, or is enchanted by an Aura controlled by that creature's controller. The Equipment's controller does not matter; the Aura's controller does.
- Vigilance
- Attacking does not cause a creature with vigilance to tap. It still needs to be untapped and otherwise eligible to attack. Brave the Sands grants vigilance; Shadowspear grants trample and lifelink instead.
- Lifelink
- Damage dealt by a source with lifelink also causes its controller to gain that much life at the same time. Shadowspear grants lifelink. Vampiric Link instead uses a triggered life-gain ability that resolves later and is not lifelink.
- Mindslaver
- A 'Mindslaver effect' lets you control an opponent's next turn: their draws, plays, and attacks. Named for the Mindslaver artifact; some commander-specific triggers replicate the effect.
- Metalcraft
- An ability word marking effects that care whether you control three or more artifacts. Read the individual card: metalcraft is not itself an activated ability or a shared rules ability.
- Impulse draw
- Exile cards from the top of your library, then you may play them this turn (sometimes longer). At higher power levels, mass impulse effects double as burst card advantage and mana.
- Mulligan
- Under the London mulligan, shuffle and draw seven each time, then put cards on the bottom after choosing to keep. In multiplayer Commander the first mulligan is free; a keep after the second mulligan puts one card back, the third puts two back, and so on.
- Drain
- A trigger that makes an opponent lose life and gains you that much, Blood Artist style. Life loss is not damage, so it goes through protection and prevention that only stop damage.
- Rule-zero
- The pre-game conversation about deck power, combos, tutors and table expectations, held before the first shuffle so nobody is surprised by what the deck does.
- Summoning sickness
- A creature cannot attack, and cannot activate an ability with the tap or untap symbol in its cost, unless it has been under its controller's control continuously since their most recent turn began (CR 302.6). Haste turns it off, and it never applies to other permanent types.
- Replacement effect
- A continuous effect that watches for an event and replaces it with a different one as it happens, rather than triggering afterwards (CR 614.1). When several would apply to the same event, the affected object's controller or the affected player picks the order (CR 616.1).
- Storm
- A triggered ability that functions on the stack: when you cast the spell, copy it for each other spell cast before it this turn (CR 702.40a). The copies are not cast, so they never add to the storm count themselves.
- Mana Vault
- A one-mana artifact that taps for three colorless mana and does not untap during your untap step. Its upkeep trigger lets you pay {4} to untap it. Its draw-step trigger deals 1 damage to you if it is still tapped; paying or declining the upkeep cost is not itself the damage condition.
